Interestingly, Grace (the developer that confirmed that) responded to some questions on it, and in response to asking why Thanquol has been left out and someone else saying Thanquol will definitely be DLC she just said "I'm just saying he's not the Legendary Lord on the list" they don't have to work for big C Chaos but generally spread chaos and oppose order. "chaos" factions include Chaos, but also tyranids, orks/orcs, skaven, dark eldar/elves, giants, shaggoths etc.

They oppose chaos (directly or indirectly) and wish to impose order on the universe in their own way. Races like elves, men, dwarves, lizardmen, tau, and even necrons count as "order". In Fantasy and 40k, the factions are basically split up into two giant sides, order (whose symbol is an "Eldar" character that looks like a ying-yang symbol) and chaos. The horned rat is a minor warp god but not the big 4. Skaven and orcs are chaos but not big specifically big C "Chaos". It's probably slightly telling that Skaven got rolled into "Chaos" with Age of Sigmar whereas Greenskins got placed into the "Destruction" bucket. Vampires won't shut up about it! Yet vampires are agents of order: a twisted order that puts a predatory elite ruling cattle and mindless slaves. Not to say that Skaven are the only force that exploits Morsliebb or whatever. They don't commune with or understand these powers though. They have a far more direct connection with Chaotic powers. Whereas Skaven weapons and mutations are based on exploiting warpstone which is chunks of a "Chaos moon".

"goals?" are not really aligned with Chaos at all. Greenskins are unpredictable and destructive but their "power source" and. I think I get what you mean but Chaos is just such a loaded term.
